In a significant development for Cebu City's urban management, Councilor Pastor "Jun" Alcover Jr. has raised concerns about the operation of the Colon Night Market, particularly regarding the alleged sale of stalls to non-residents.

Governance and Guidelines Under Scrutiny

During the Council's regular session on Tuesday, Sept. 2, 2025, Alcover called upon Mayor Nestor Archival to convene the Garbo Asenso Sumbanan Alyansa (Gasa), highlighting the need for proper oversight of the city's night markets. This move reflects a growing focus on transparent local governance and proper implementation of public initiatives.

Authorization and Compliance

Councilor Sisinio Andales confirmed that the market, operational from August 30 to September 30, has secured necessary authorizations. The initiative has complied with City Hall requirements, including:

  • Payment of dues to the City Treasurer's Office
  • Approval from three surrounding barangays
  • Resolution for temporary street closure

"Issues of sanitation, waste management, traffic congestion, public safety, peace and order, and fair allocation of souls must be properly addressed if we want this initiative to be sustainable and beneficial to all," stated Alcover.

The Council has approved Alcover's motion to convene Gasa, marking a significant step toward establishing clearer guidelines and ensuring the market's long-term success.
