Cebu City Starts P3,000 Senior Pension Payout for Q3 2026
Cebu City has begun distributing the P3,000 social pension for indigent senior citizens covering the third quarter of 2026. The payout runs from September 5 to 10, and this year the city is also catching up on payments for those who missed their second-quarter stipend.
Mayor Nestor Archival signed an executive order that sets the guidelines for this distribution period. The amount covers July through September, in line with Republic Act No. 11916, which raised the monthly social pension for indigent seniors to at least P1,000.
Where and when can seniors claim the pension?
The city scheduled five payout days, excluding Sundays and holidays, from 8 a.m. to 3 p.m. The first round happens on September 5 and 7 at clustered host barangays, with distribution at gyms or other accessible venues identified by the implementing offices.
A second round follows on September 8, 9, and 10 outside the ABC Building at the City Treasurer's Office for those assigned to claim there. Beneficiaries who miss the barangay distribution can still claim at the City Hall or CTO during those later dates, subject to verification and fund availability.
The city may adjust the schedule if unforeseen circumstances arise, but it must notify beneficiaries properly and coordinate with the offices involved.
What identification documents are required?
Qualified seniors must present their original National ID and their Office for Senior Citizens Affairs (OSCA) ID. If either is unavailable, the city may accept another valid government-issued ID, except a Pag-IBIG Loyalty Card, as long as it shows the beneficiary's date of birth. This is subject to Department of Social Welfare and Development (DSWD) requirements and validation.
Expired IDs will not be accepted. For seniors who cannot sign because of illness or illiteracy, a thumbmark is allowed, provided it is properly documented and verified.
What about bedridden seniors and authorized representatives?
Senior citizens who cannot personally claim their stipend due to illness, being bedridden, or other circumstances recognized under DSWD rules may authorize another person to receive it on their behalf.
The authorized representative must submit the prescribed DSWD authorization letter, photocopies of both IDs, specimen signatures or thumbmarks, and a recent photo of the beneficiary holding a calendar showing the current month and year. Original IDs of both parties must be presented during the payout. The city's Department of Social Welfare Services (DSWS) officer-in-charge will validate the authorization letter.
How are deceased beneficiaries handled?
The executive order also covers cases where a beneficiary passed away during the quarter. If the death occurred within the covered period, the unpaid stipend for the time the person remained qualified may still be claimed by the nearest kin or another authorized person under DSWD rules.
Required documents include a warranty and release form, a death certificate, the deceased beneficiary's ID if available, and the claimant's ID. However, those who died before July 2026 will not qualify for the third-quarter stipend, even if their names remain on the payroll. Any unpaid benefit from an earlier period stays subject to applicable DSWD rules.
