The Department of Public Works and Highways (DPWH) reported Saturday that five national road sections in Northern Luzon have become impassable due to infrastructure challenges caused by the southwest monsoon ("habagat") and a low-pressure area (LPA).
Critical Infrastructure Updates
In a comprehensive report to DPWH Secretary Vince Dizon, similar to recent infrastructure management challenges facing the department, the Bureau of Maintenance confirmed multiple road closures as of 10 a.m.:
- Baguio-Itogon Road in Benguet (soil collapse)
- Balbalan-Pinukpuk Road in Kalinga (soil collapse)
- Lubuagan-Batong Buhay-Abra Boundary Road (soil and rock collapse)
- Cabagan-Sta. Maria Road in Isabela (high water elevation)
- Cagayan-Apayao Road (scoured bridge approach)
Emergency Response Measures
The DPWH has implemented immediate response measures, reminiscent of recent crisis management efforts in Manila. Warning signs have been strategically placed, and quick response teams are actively conducting clearing operations to restore road access.
Limited Access Routes
Two additional road sections currently permit light vehicle passage only:
- Kennon Road in Benguet (soil collapse and damaged slope protection)
- Luyang-Poo-Lazi Road in Siquijor (road slip)
Preparedness and Response
Following protocols similar to those demonstrated in recent infrastructure management initiatives, the DPWH has positioned 7,209 personnel and 1,347 pieces of equipment across Luzon, the Negros Island Region, and Eastern Visayas as quick response assets.
