MANILA, Philippines - In a bold exposé reminiscent of recent Senate investigations into financial irregularities, Pasig Mayor Vico Sotto has unveiled allegations of widespread corruption in government flood control projects, centering around former mayoral candidate Cezarah Discaya and her family's contractor network.
Contradictions and Ghost Companies
During a Senate Blue Ribbon hearing investigating the alleged ₱101-billion flood control scam, Discaya's testimony raised serious concerns about transparency and accountability. The investigation, which mirrors other recent government oversight efforts, revealed contradictory statements about company ownership.
"At first, Discaya told Sen. Erwin Tulfo she had already divested from most of the firms and was only 'directly with Alpha & Omega,'" Mayor Sotto stated, highlighting the inconsistencies in her testimony.

Mayor Sotto has urged senators to probe deeper into allegations of systematic kickbacks, suggesting that contractors may advance up to 40 percent of project costs to politicians, with fixed percentages allegedly going to various officials.
"We will not allow this issue to fade quietly after a few months; there must be accountability. Contractors, politicians, DPWH and other government employees -- if not, this cycle will only repeat in our country," Sotto emphasized.
