Discord back online in PH after CICC talks: What you need to know about the platform

Discord is accessible again in the Philippines after a brief ban, following a meeting between the Cybercrime Investigation and Coordinating Center (CICC) and the platform's management. The move comes amid growing concerns over online platforms allegedly being used to exploit minors and spread violent extremist content.

On Wednesday, the CICC gave Discord and Reddit 24 hours to establish local offices or designate representatives in the country. The demand followed three school shooting incidents in recent months. Discord was blocked that evening, but the ban was lifted on Thursday after compliance discussions. As of this writing, the platform is fully accessible through its website and app in the Philippines.

What is Discord and who uses it?

For those unfamiliar with it, Discord is an online platform where people interact and build communities. It has over 90 million daily active users as of 2025. Co-founded by Jason Citron and Stanislav Vishnevskiy, it started in 2015 as a gaming-focused chat app for desktop and mobile. Its offices are in San Francisco, California.

By 2026, Discord has grown well beyond gaming. Filipinos use it to connect over music, arts, movies, anime, sports, school, technology, hobbies, and more. From city-based study groups to rural community projects, the platform has found a place in everyday life.

Who can use Discord in the Philippines?

Users must meet the platform's minimum age requirement, which varies by country. In general, users must be at least 13 years old, though the minimum is 16 in some countries. Discord uses age groups, teen or adult, to determine what content and settings a user can access. To create an account, you need an active email and your birth date.

What can you do on Discord?

Find and join communities

Discord lets people meet others with similar interests through servers, which are spaces built around a particular community. There are servers for gaming, music, fan groups, schools, hobbies, and more. Users usually join via invite links on social media, or through the built-in server discovery tab and external directory sites.

Users can send messages in different channels within a server. Separate channels keep conversations organized, so discussions on different topics don't all happen in one chat. You can also share photos, videos, and files.

Discord supports voice conversations and video calls. Friends or community members can enter a voice channel and talk in real time, even when they're not playing a game.

Users can create their own server for a group, community, organization, or project. Server owners and moderators can assign roles with different permissions, such as managing conversations, posting announcements, or moderating others. Because Discord combines text, voice, video, and screen sharing, communities use it for study sessions, gaming nights, fan discussions, meetings, and online events.

Does Discord have content guidelines?

Discord says it has safety measures to protect teenage and underage users and prevent harmful content. Users aged 13 to 17 are automatically given additional protection, including filters for sensitive content, age-restricted servers and channels, and spam filters for incoming direct messages.

Discord's policies prohibit organizing, promoting, or supporting violent extremist organizations, activities, or beliefs. These policies cover terrorist groups, violent extremist and hate groups, as well as informal networks, paramilitary groups, and non-state armed groups organized around extremist beliefs.

Among the prohibited violent content are:

• Hateful content or content that encourages violence, even if presented as a joke
• Content created or associated with a terrorist organization or hate group
• Claiming or pretending to be a member of a terrorist or violent extremist group

The platform advises users who encounter such content to leave and report the server. Accounts present in such servers may face enforcement action. Depending on the severity of a violation, Discord may remove content, suspend an account, or permanently remove an account or server.
